This position reports to the Executive Director of Human Resources and is responsible for managing SUNY Old Westbury's Human Resources Department's: Metrics and Data for decision making; Employee Relations; Labor Relations; Employee Performance Management and Employee Performance Plan Programs; and Employee Engagement programs. Serves as SUNY Old Westbury's liaison with SUNY Administration Office of Employee Relations colleagues and union representatives.
SUPERVISORY RESPONSIBILITIES
- This position may supervise other employees including, Personnel Assistant, Personnel Coordinator, Student Workers or Temporary Workers
- This position does not supervise other employees.
DUTIES AND RESPONSIBILITIES
Data and Metrics Administration:
- Administers the Human Resources Department's metrics and data for decision-making and analysis. Identifies data sources and data points; collects and compiles data; analyzes and summarizes data for use in decision-making, dashboard publication and dissemination.
- Creates and manages Dashboards to track volume, cadence and other data points for each of the Human Resources Department functional area (Talent Acquisition, Benefits, Employee and Labor Relations, Compensation and Classification, Training and Development, Student Employment).
- Guides in preparation, issuing and analyzing engagement and climate surveys.
- Manages Human Resources Department reporting for Affirmative Action, IPEDS, Department of Labor, Middle States accreditation and other entities.
Employee Relations:
- Administers employee relations matters including new employee orientation to ensure pertinent and university compliant information is provided to employees.
- Initiates and facilitates training and development opportunities and programs to aid in employee development, compliance with SUNY Administration policies and succession planning.
- Manages complaint, mediation and arbitration processes pursuant to policies and statutes including: conducting investigations, engaging additional investigators, and responding to complaints.
Labor Relations:
- Represents the SUNY Old Westbury Human Resources Executive Director in Labor Relations matters.
- Serves as SUNY OW primary spokesperson and Labor Relations point of contact with SUNY system-wide Labor Relations administration, union representatives and OW campus supervisors and employees.
- Administers assigned collective bargaining contracts to assure campus-wide contract compliance.
- Creates and maintains effective interactions and communication channels with union representatives and convenes the Labor-Management Committees.
- Manages grievance, mediation and arbitration processes pursuant to collective bargaining agreements; may serve as Step 1 grievance officer.
- Investigates and drafts investigatory reports including, as appropriate: findings of facts, recommendations and grievance responses.
Performance Management and Performance Program Plan Oversight:
- Administers Performance Management programs, assuring compliance and reduce institutional risk.
- Advises senior leaders and managers on performance management policies, protocols and best practices, assuring timely completion and implementation.
- Establishes performance management program reporting framework to track divisional completion and inform division leaders.
- Oversees MC and UUP Employee Performance Programs.
- Administers Employee Evaluation Programs for MC and UUP employees.
Employee Engagement and Campus Climate Initiatives.
- Manages campus-wide employee engagement and campus climate programs including collaboration with the Staff Forum, the Employee Assistance Program Committee, the Faculty Senate.
- Participates in planning and implementation of special campus-wide events including Charter Day, Administrative Assistants' Day, Administrative Staff Breakfast/ lunch, In-Service Day, Academic Year Opening meetings (New Employee Orientation, Days and Programs, Human Resources Department -based events (open enrollment, new employee on-boarding).
- Collaborates with colleagues regarding preparation, publication, data analysis and resulting decisions of various surveys (engagement, climate, exit surveys and interviews, etc.).
- Develops and implements Employee On-boarding and Orientation programming and Off-boarding processes; Guides supervisors in developing "extended orientation" programs for their respective departments.
- Partners with colleagues in campus-wide and SUNY-wide initiatives and programs.
- Oversees human resources staff assigned to coordinate new employee on-boarding and orientation programming as well as off-boarding processes and exit interviews for resigning, retiring and terminated employees.
- Issuing welcome letter, collecting and processing new hire on-boarding paperwork.
- Creating and implementing new employee orientation content, scheduling new hire orientation sessions and conducting extended orientation check-ins with new employees and their supervisors.
Requirements:
Education
- Bachelor's Degree. Human Resources, Business administration, Public Administration, social science or pre-law major is a plus.
Experience
- 5-7 years of increasingly responsible human resources or business or social service experience. Demonstrated experience interpreting and applying statutory provisions, agency regulations, and institutional policies and frameworks to complex decision making. Higher education or the public sector experience is a plus.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
- Microsoft office software and other general office software.
- Business etiquette and office protocol.
Skill in:
- Creating exceptional interpersonal relationships with executive leaders, managers, supervisors, employees and external constituencies.
- Guiding conflict resolution and group facilitation processes.
- Verbal and written communication and giving presentations.
Ability to:
- Manage sensitive and complex matters with discretion and sound judgment
- Effectively navigate local Old Westbury campus and SUNY system-wide structures
- Arrive at analytical, data informed decisions and program approaches
- Provide consulting advice to internal client/leaders
