About Valiantsina

Valiantsina Shvaiko is the Vice-Rector for Academic Work at the Academy of Public Administration under the aegis of the President of the Republic of Belarus. She possesses a Candidate of Historical Sciences degree, equivalent to a PhD in History, and holds the academic rank of Associate Professor (Doцент). Her doctoral dissertation examined the activities of Russian organizations in Poland dedicated to preserving Russian culture between 1921 and 1939, with an abstract published in 2005. Related scholarly work includes the 2003 publication 'Правовое положение и политическая деятельность русского национального союза в Польше (1921-1939 гг.)' during her tenure as an assistant at the Department of World History and History at Brest State Technical University.

Prior to her current position, which she has held since around 2021, Shvaiko directed the Training Center for Continuous Professional Education at the Republican Institute of Higher School in Minsk. In her leadership role at the Academy, she oversees academic processes, reports to the Academy Council on annual performance and the integration of scientific research into educational programs, and advances initiatives in blended and distance learning. She serves as Secretary of the Educational-Methodological Association for Additional Adult Education, participates in the Scientific and Technical Council, and supervises doctoral candidates, including I.A. Mamayko's 2024 dissertation on the establishment and development of the militia in Belarus from 1918 to 1921. Shvaiko engages in public academic activities, delivering plenary reports at conferences on higher education and public administration, presenting to incoming students' parents, and hosting citizen receptions on the first Friday of each month at the Academy's Moscow Street location in Minsk. Her contributions emphasize enhancing educational quality and professional development for public servants.
