Dr. Shannon E. Budin serves as the Horace Mann Endowed Chair in Exceptional Education at SUNY Buffalo State University, a role she began in September 2025. She joined the Department of Exceptional Education faculty in 2005 after completing her Ph.D. in special education at Pennsylvania State University. Prior to her current appointment, Dr. Budin held positions as Professor and Assistant Dean for Assessment and Accreditation in the Teacher Education Unit. She also maintains adjunct faculty status at the University at Buffalo, assisting doctoral students in the Joint Program in Special Education. Dr. Budin teaches graduate and undergraduate courses in reading disabilities, applied behavior analysis, direct instruction, and instructional technology. Her academic background and long-term commitment to Buffalo State have positioned her as a leader in teacher preparation within exceptional education.
Dr. Budin's research focuses on evidence-based practices for students with disabilities, particularly language-based reading disabilities, alongside teacher preparation and professional development. Her scholarship includes key publications such as 'Three approaches to using mixed reality simulations for teacher preparation and recruitment of future teachers' in Education Sciences (2024), 'Teaching cognitive and metacognitive strategies to support learning and Independence' in High Leverage Practices for Inclusive Classrooms (2022), 'Heart and science of leadership' in The Heart and Science of Special Education (in press), and 'Writing Rockstar: An independent group contingency for improving classroom behavior during Writer’s Workshop' in Advances in Learning and Behavioral Disabilities (in press). With interests spanning teacher education, reading, learning disabilities, and behavior management, her work has garnered over 600 citations. Dr. Budin contributes to the field through editorial board service on Learning Disabilities Research and Practice, The Teacher Educator, and Teaching Exceptional Children-Plus. She has demonstrated leadership as past-president of the New York State Council for Exceptional Children, newsletter editor and former secretary of the Division for Learning Disabilities, and member of the Western New York Branch of the International Dyslexia Association.
