Associate Professor Seamus Fagan served as Director of the English Language and Foundation Studies Centre (ELFSC) at the University of Newcastle from 2001 until his retirement in 2018. He holds a Master of Arts from the University of Durham, a Bachelor of Arts from University College Dublin, Ireland, and a Higher Diploma in Education from University College Dublin. His international teaching career in ESL/EFL spans Ireland, the United Kingdom, Lesotho, Egypt, and Sudan. As Honorary Associate Professor in Pathways and Academic Learning Support within the university's Engagement and Equity Division, he oversaw one of Australia's largest portfolios of English Language Intensive Courses for Overseas Students (ELICOS) and enabling programs, promoting equitable access to higher education.
Fagan held influential leadership positions, including 17 years on the Board of English Australia with six years as Chair, during which annual sector enrolments grew from 20,000 to 160,000 students. He served on the boards of the National ELT Accreditation Scheme (NEAS) for seven years and the International Education Association of Australia (IEAA) for four years, and is currently on the executive of the National Association of Enabling Educators of Australia (NAEEA) and the Advisory Board of the Language Education in Asia (LEIA) Journal. He acted as an Office for Learning and Teaching (OLT) Assessor, contributed to AESOC standards for international foundation programs, participated in program reviews across Australia, New Zealand, and Ireland, and is recognized as an ELT expert by Quality and Qualifications Ireland (QQI). With Professor Jim Albright, he co-established the Potential Enabling Program Participant Research (PEPPR) register for over 1,200 alumni. His research interests include pathways for refugee students into higher education, educational aspirations and participation of Indigenous women, World Englishes, and enabling education's impacts on individuals, families, and communities. Key publications are 'Bottom-up or top-down: English as a foreign language vocabulary instruction for Chinese university students' (TESOL Quarterly, 2015, co-authored with Moskovsky et al.), ''Hard' and 'soft' aspects of learning as investment' (Widening Participation & Lifelong Learning, 2012, co-authored with Bennett et al.), and '(Re)Claiming social capital: improving language and cultural pathways for students from refugee backgrounds into Australian higher education' (2018 report, co-authored with Baker et al.).
Fagan received the Lifetime Achievement Award from English Australia (2016), the Distinguished Contribution to the Field of International Education award from IEAA (2012), and was appointed Member of the Order of Australia (AM) in the 2020 Queen's Birthday Honours for significant service to tertiary education, particularly English language teaching.
