Robert F. Muth serves as Vice Dean and Professor of Law at the University of San Diego School of Law, holding the Don Weckstein Professorship in Professional Responsibility. He is also Faculty Director of the Legal Clinics and Managing Attorney of the Veterans Legal Clinic. Professor Muth teaches in the areas of veterans law, legal ethics, and professional responsibility, including courses such as Veterans Clinic I and Professional Responsibility. His career at USD Law includes significant leadership in experiential legal education, overseeing clinics that provide hands-on training to students while serving the community, particularly veterans.
Earning his J.D. in 2005 from Duke University School of Law and B.A. in 2002 from Northwestern University, Muth began his legal career as a Judge Advocate in the U.S. Marine Corps Reserve, retiring as a Lieutenant Colonel after 24 years of service. He deployed to Iraq, serving as both military prosecutor and defense counsel. His scholarship centers on protecting student veterans from predatory for-profit institutions exploiting GI Bill benefits. Notable publications include 'Scam Schools: The Cyclical Abuse of Veterans by For-Profit Institutions' (2022) and 'Ensuring the Success of our Student Veterans' (2020). He has testified before the U.S. Department of Education on negotiated rulemaking regarding higher education regulations for veterans. Muth received the Witkin Award for Excellence in Legal Education in 2016 and was named San Diego County Veteran of the Year for 2017-18 for his outstanding efforts supporting veterans through the university and beyond. His work has influenced policy discussions on veteran education protections and featured in media outlets addressing these issues.
