Paula A. Holoviak is a Professor in the Department of Philosophy and Government at Kutztown University of Pennsylvania, recognized as a Professor of Political Science and Public Administration. She earned her B.A. from King’s College, M.P.A. from Pennsylvania State University, and Ph.D. from the State University of New York. Serving as the Program Coordinator for the Master of Public Administration (M.P.A.) degree in the College of Liberal Arts and Sciences, she manages the graduate program focused on public administration. Dr. Holoviak also coordinates internships for the Public Administration minor, assisting students with placements in federal, state, county, and municipal governments as well as non-profit organizations. She advises the Pre-Law Society, open to all students interested in legal careers, and Pi Sigma Alpha, the national political science honor society, which recognizes students with a minimum 3.25 GPA in political science courses and 3.0 overall.
An engaged scholar and conference participant, Holoviak is a member of the Pennsylvania Political Science Association and the Northeast Political Science Association, serving as section chair for the latter in 2026. She chaired panels and acted as discussant at the Northeastern Political Science Association Conference in Boston (November 14-16, 2024) and the Pennsylvania Political Science Association Conference at Penn State Harrisburg (April 11, 2025). In 2024, she co-authored the book Pennsylvania Government and Politics: Understanding Public Policy in the Keystone State with Thomas J. Baldino, published by Penn State University Press, earning recognition at Kutztown University’s College of Liberal Arts and Sciences Community Picnic in 2025 for book publications. Holoviak has appeared as a panelist on roundtables addressing “Issues in Pennsylvania Politics” and provided interviews to international media on Pennsylvania’s presidential elections. Additionally, she contributes to state higher education initiatives as part of the Pennsylvania State System of Higher Education’s system redesign budget team.
