Noel Clement OAM is a distinguished alumnus of RMIT University in the Social Science faculty, where he earned a Master of Social Science (Policy and Management) and a Bachelor of Arts (Social Work). A qualified social worker since 1988 from the Philip Institute of Technology, he has amassed over 30 years of experience in the not-for-profit sector, specializing in migration, emergency management, asylum seekers, and refugees. His career is marked by senior leadership and impactful contributions to community welfare and crisis response.
Clement spent 20 years at Australian Red Cross, rising to Director of Australian Programs, where he oversaw all national programs and state and territory operations. In this role, he led preparedness, response, and recovery efforts for significant disasters, including the Bali Bombings in 2002, the Indian Ocean Tsunami in 2004, the Black Saturday Bushfires in 2009, and the Victorian Bushfires in 2021. He implemented large-scale programs such as humanitarian settlement services, immigration detention monitoring, and asylum seeker community care. Clement has been a key advocate in policy development, serving on Ministerial Advisory Councils, presenting evidence to Senate Select Inquiries, and co-chairing the Global Red Cross Movement’s Migration Leadership Platform. He has worked on migration issues across local, national, regional, and global levels, demonstrating strong skills in critical thinking, strategic planning, and forging collaborative partnerships. Currently, he serves as Chair and Director of the Board at Community Refugee Sponsorship Australia, Non-Executive Director on the Victoria State Emergency Service Board since October 2023, and as a member of the Social Impact Hub’s Professional Impact Network. His ongoing involvement in human services includes mentoring, teaching, and consultancy. In recognition of his contributions, Noel Clement was awarded the Medal of the Order of Australia (OAM) in the 2024 King’s Birthday Honours for service to the community through charitable organisations, particularly in social work and the refugee and asylum seeker sectors.
