Martin Qvist is Associate Professor and Senior Lecturer in Political Science with specialization in Public Administration at the Department of Political Science, Faculty of Social Sciences, Stockholm University. He completed his PhD at Linköping University in 2012 with the dissertation Styrning av lokala integrationsprogram: Institutioner, nätverk och professionella normer inom det svenska flyktingmottagandet (Governing Local Integration Programmes: Institutions, Networks and Professional Norms in Swedish Refugee Reception), which examined governance structures in Swedish refugee reception efforts.
Qvist's research examines public sector reform, collaborative governance, and decision-making, focusing on the consequences of new governance forms for local actors and inter-organizational relations. His work spans refugee and integration policy, employment policy, environmental policy, and transport infrastructure planning. Key peer-reviewed publications include 'Meta-governance as partial organization' (2022, with Emma Ek Österberg) in Administrative Theory & Praxis; 'Political integration and the career opportunities of immigrants in political parties: Experiences from Swedish party organisations' (2021, with Maritta Soininen) in Migration Studies; 'Navigating the policy stream: Contested solutions and organizational strategies of policy entrepreneurship' (2020, with Livia Johannesson) in International Review of Public Policy; 'Public Sector Innovation as Governance Reform: A Comparative Analysis of Competitive and Collaborative Strategies in the Swedish Transport Sector' (2020, with Ek Österberg) in Administration & Society; 'Meta-Governance and Network Formation in Collaborative Spaces of Uncertainty: The Case of Swedish Refugee Integration Policy' (2017) in Public Administration; and 'Activation reform and inter-agency co-operation – Local consequences of mixed modes of governance in Sweden' (2016) in Social Policy & Administration. Qvist co-edited the book Megaprojektet Nya Karolinska Solna: Beslutsprocesserna bakom en sjukvårdsreform (2021) with Maria Grafström and Göran Sundström. Recent outputs include the report Hållbar upphandling av vård: Förutsättningar för miljöstyrning av privata utförare i Region Stockholm (2025, with Cristian Lagström and others) and a chapter 'De statliga myndigheternas roll i havsplaneringen' (2024). He is a SCORE Fellow and contributes to funded projects on strategic procurement.
