Ken Rayner is a Lecturer in Property Valuation at Curtin University’s School of Accounting, Economics and Finance, Faculty of Business and Law. He was appointed to a permanent position in July 2024, joining the property discipline group and serving as Acting Course/Major Lead for Property. With over 40 years of experience in the property sector, Rayner maintains his professional standing as a Certified Property Valuer (CPV) and is a member of the Australian Property Institute (API) and the Royal Institution of Chartered Surveyors (RICS). His career history encompasses serving as Sole Director and Franchisee of Raine & Horne Valuations Sydney, and working in the Property Valuation Departments of the Commonwealth Bank and Westpac Bank. Prior to Curtin, he held a lecturing position in Valuation within the Bachelor of Property Valuation program and as a casual academic in the Faculty of Design, Architecture and Building at the University of Technology Sydney (UTS).
Rayner specializes in property rights valuation and compensation assessment for litigation arising from compulsory acquisition, frequently engaged by Aboriginal traditional owners via their Native Title service providers as well as other clients. He is advanced in his PhD research at UTS, centered on compulsory acquisition and comparative analysis. As an emerging researcher, he has recent peer-reviewed publications and co-authored works, including “A contrariant observation on assumed rising property values and value capture” (2022, with J. Sheehan, A.H. Kelly, P.-Y. Lai), and conference presentations such as “The Public Good in Compulsory Acquisition and Resumption: Towards a New Paradigm” (2018, PRRES), and other papers on Australia-Taiwan expropriation comparisons (2016-2018). Since 2017, Rayner has been an elected Board Member of the Pacific Rim Real Estate Society (PRRES), acting as Director of Communications and Media, Webmaster, and Australian Regional Representative; he is currently President Elect. Additionally, he contributes to the Residential Valuation Industry Group of the API.
