Jurgen Goossens is Full Professor of Constitutional Law in the Faculty of Law, Economics and Governance at Utrecht University School of Law. He serves as Head of the Institute of Jurisprudence, Constitutional and Administrative Law and is a member of the Council for Public Administration (ROB). Appointed to his professorship on August 1, 2022, Goossens previously was Associate Professor of Constitutional and Administrative Law at Tilburg University until July 2022. Between 2016 and 2019, he held a position as Assistant Professor of Constitutional Law at Erasmus University Rotterdam concurrent with a postdoctoral FWO research grant at Ghent University, where his research examined the role of citizens in constitutional amendment procedures. Goossens earned an LL.M. from Yale University and defended his PhD dissertation, 'The future of administrative justice: judicial review of administrative action in comparative perspective,' at Ghent University in May 2016. His chair focuses on constitutional resilience in view of digital transformations and legal protection against government action.
Goossens's research specializations include digitalisation, algorithms, the relation between government and citizens, public accountability, government transparency, and constitutional change. He leads the interdisciplinary NWO-MVI CHAIN project (2020-2025), titled 'The Role and Responsibilities of Public Actors in Distributed Networks: Transparency, Trust and Legitimacy by Design,' which addresses safeguarding public rule of law values in the use of distributed technologies and algorithms by government. Key publications include the edited volume Public Governance and Emerging Technologies: Values, Trust, and Regulatory Compliance (Springer, 2025); De terugkeer van het staatsrecht, his inaugural lecture published as a book (Boom Juridisch, 2024); Constitutionele verandering in Nederland? De grondwetswijzigingen van 2022-2023 (Boom, 2023, co-authored with J. Gerards and E. van Vugt); contributions to The Global Review of Constitutional Law series (2022-2025); and articles such as 'Naar een by design benadering van algoritmische, bestuursrechtelijke besluitvorming' in Computerrecht (2023) and 'Besturen met blockchain in de digitale netwerksamenleving' in Nederlands Tijdschrift voor Bestuursrecht (2022). He delivered his inaugural lecture on October 13, 2023, and contributes to multidisciplinary research in areas like Governing the Digital Society and Human-centered Artificial Intelligence.
