About Ingrid

Ingrid Volkmer is Professor of Media and Communication in the School of Culture and Communication, Faculty of Arts, University of Melbourne. She serves as Director of the International Digital Policy Initiative and leads the Global Risk Journalism Hub, an international network of interdisciplinary scholars, educators, and practitioners dedicated to investigating news reporting on globalised crisis issues. Her research specializations center on digital communications and big data as drivers of new transnational communication models, including public communication, digital citizenship, their implications for politics and international relations, and frameworks for transnational digital and data policy. Volkmer spearheaded the Global Youth Survey for the World Health Organization, titled 'Social Media & COVID-19: A Global Study of Digital Crisis Interaction among Gen Z and Millennials,' conducted in cooperation with Wunderman Thompson and Pollfish. She holds the position of Professor of Digital Communication and Globalisation and has been recognized for her contributions to understanding globalized digital structures of communication.

Volkmer has made substantial contributions to public policy, appointed as a Lead Author on transnational digital communication for the International Panel on Social Progress (IPSP). She engaged in digital policy debates at the OECD in 2018 and served on the OECD's expert panel on AI governance in 2019, alongside contributions to UNESCO initiatives. Her key publications encompass The Global Public Sphere: Public Communication in the Age of Reflective Interdependence (2014), Rethinking Journalism: Trust and Participation in a Transformed News Landscape (2013), News in Public Memory: An International Study of Media Memories across Generations (2006), Democracy and New Media (2004), News in the Global Sphere: A Study of CNN and its Impact on Global Communication (1999), The Global Network Society and the Global Public Sphere (2003), Social Media and COVID-19: A Global Study of Digital Crisis Interaction among Gen Z and Millennials (2021), 'The Transnationalization of Public Spheres and Global Policy' in The Oxford Handbook on Global Policy and Transnational Administration (2019), and 'Digital Sovereignty and Approaches to Governing Globalized Data Spaces' in Cultural Sovereignty beyond the Modern State (2021). In 2012, she was awarded the Dyason Fellowship for her research on viral publics and communicative escalation and de-escalation of the EU refugee crisis. Her work has shaped discussions on global media, digital policy, and journalism in a networked world.
