Douglas J. Fouts is Professor and Chair of the Department of Electrical and Computer Engineering within the Engineering faculty at the Naval Postgraduate School. He earned a Bachelor of Arts degree in Computer Science from the University of California, Berkeley in 1980, a Master of Science degree in Electrical and Computer Engineering from the University of California, Santa Barbara in 1984, and a Ph.D. in Electrical and Computer Engineering from the University of California, Santa Barbara in 1990. Before joining NPS, Fouts gained industry experience as a design engineer in the Computer Systems Group of Burroughs Corporation (now Unisys) from 1980 to 1983 and worked at The Aerospace Corporation in 1979. He also served as a graduate research assistant from 1985 to 1990, instructor in 1985, and visiting lecturer in 1986 at UCSB. Since 1990, he has progressed through numerous roles at NPS, including Assistant Professor, Associate Professor, Professor, Associate Department Chair, Associate Dean of Research, Interim Vice President and Dean of Research, and his current position as Department Chair.
Fouts's research specializations encompass FPGA System-on-a-Chip Design, FPGA-Based Signal Processing, VLSI System-on-a-Chip Design, Mixed-Signal Integrated Circuit Design, Reconfigurable Computing, and Fault Tolerant Computing. His teaching interests include Digital Logic Circuits, Computer Architecture, Advanced Computer Architecture, FPGA Design, Modeling and Simulation of Complex Digital Systems, Microprocessors and Embedded Systems Design, VLSI Design, and Analog and Digital Circuits. He has earned notable honors such as the 2002 Menneken Award for Excellence in Scientific Research from NPS, the 1997 and 1993 Outstanding Research Achievement awards from the Department of Electrical and Computer Engineering and Space Systems Academic Group, respectively, the 1996 Outstanding Instructional Performance award from the Space Systems Academic Group, and academic tenure in 1996. Fouts is a registered Professional Engineer in the state of California and served as a Senior Member of the Institute of Electrical and Electronics Engineers from 1980 to 2018.
