About Andres

Andres Sandoval Hernandez is Professor of Policy and Educational Assessment in the Department of Education at the University of Bath, where he joined in 2015. He holds a BA in Public Accounting from the Universidad Nacional Autónoma de México (UNAM), a Master’s in Educational Research from Universidad Iberoamericana (UIA), and a PhD in Education from the University of Bath (2009), with a thesis titled 'Towards a Realist Methodology for School Effectiveness Research: A Case Study of Educational Inequality from Mexico'. Prior to Bath, he served as Head of the Research and Analysis Unit at the International Association for the Evaluation of Educational Achievement (IEA) in Germany and held academic appointments at Universidad Iberoamericana and Facultad Latinoamericana de Ciencias Sociales in Mexico. From 2021 to 2024, he was Head of the Department of Education at Bath. Currently, he is International Director of the International Civic and Citizenship Education Study (ICCS) for IEA and Director of the ICCS International Study Centre at Bath.

His research specializations include international large-scale assessments such as PISA, TIMSS, PIRLS, ERCE, and SEA-PLM; comparative education; educational inequalities; school effectiveness; and civic and citizenship education. He employs mixed-methods approaches and contributes to PhD supervision in these areas. Key publications include 'TALIS The experience of new teachers: Results from TALIS 2008' (2012, OECD Publishing, 287 citations), 'Factors and conditions promoting academic resilience: A TIMSS-based analysis of five Asian education systems' (2016, Asia Pacific Education Review, 183 citations), 'Parents’ acceptance of educational technology: Lessons from around the world' (2021, Frontiers in Psychology, 109 citations), and 'Cultural, social, and economic capital constructs in international assessments: An evaluation using exploratory structural equation modeling' (2014, School Effectiveness and School Improvement, 103 citations). He leads projects such as the ICCS International Study Centre (2023-2029) and has served as Senior Adviser for UNESCO's Latin American Laboratory for Assessment of the Quality of Education (LLECE) and Adviser for UNICEF's Southeast Asia Primary Learning Metrics (SEA-PLM). Sandoval Hernandez delivers keynote speeches, including at Seminario Internacional 'Legitimidad social, validez y participación en el Acceso a la Educación Superior' (2024) and BERA Conference (2024), and holds advisory roles with international organizations.
