Dr. Adam Fusheini is a Lecturer in Public Health in the Department of Preventive and Social Medicine, Dunedin School of Medicine, Faculty of Medicine, within the University of Otago's Division of Health Sciences. He holds a PhD in Social Policy and Administration from the University of Ulster (2010-2013), a Master's degree in Development and International Relations from Aalborg University (2007-2009), and a Bachelor's degree in Public Administration from the University of Bergen (2003-2005). His career at the University of Otago spans from August 2018 to 2023, initially as Lecturer and later briefly as Senior Lecturer in Public Policy and Health Systems. Currently, he also serves as Associate Professor of Healthcare Management at the University of Doha for Science and Technology.
Fusheini's research interests encompass health policy, health systems governance, universal health coverage, health financing particularly in low- and middle-income settings like Ghana and South Africa, health services research, public policy analysis and implementation, and qualitative research methods. Notable publications include 'Achieving universal health coverage in South Africa through a district health system approach: conflicting ideologies of health care provision' (2016, BMC Health Services Research, 176 citations); 'The politico-economic challenges of Ghana’s national health insurance scheme implementation' (2016, International Journal of Health Policy and Management); 'Implementation challenges of the National Health Insurance Scheme in selected districts in Ghana: evidence from the field' (2017, International Journal of Public Administration); the book chapter 'Healthcare Financing Reforms: Ghana's National Health Insurance' in Health Reforms Across the World; 'Health insurance coverage, type of payment for health insurance, and reasons for not being insured under the National Health Insurance Scheme in Ghana' (2019, Health Economics Review); and recent works such as 'Facilitators and barriers for public-private partnerships for universal health coverage in sub-Saharan Africa: A scoping review' (2025, Health Policy and Planning) and 'Cost-effectiveness of psychological treatment and support interventions for people living with HIV/AIDS: state of the evidence and policy considerations' (2025). His scholarship, with over 900 citations across 63 publications, contributes to advancing health equity and system strengthening in global health contexts.
