About Temirlan

Temirlan T. Moldogaziev is an associate professor of public finance and management in the Paul H. O'Neill School of Public and Environmental Affairs at Indiana University Bloomington, joining in 2023. Previously, he served as associate professor and director of graduate programs in the School of Public Policy at Pennsylvania State University from 2019 to 2023, and as associate professor of public administration and policy in the School of Public and International Affairs at the University of Georgia until 2019. Earlier appointments include assistant professor of public finance and management at the University of South Carolina and associate instructor at Indiana University. His academic background includes a Ph.D. in public finance and public management with a minor in statistical science from Indiana University (2012), an M.A. from the Department of Political Science at Indiana University (2002), and a B.A. cum laude in international and comparative politics from the American University of Central Asia (2000). Prior to his doctoral studies, Moldogaziev held roles such as deputy director of the OSCE Academy in Bishkek and instructor at the American University in Central Asia.

Moldogaziev's research centers on local governance, public finance and economics, and public management, focusing on regional and local fiscal governance, public sector financial management, subnational capital markets, infrastructure financing, and special purpose governments. He has authored and edited key books: Research Handbook on City and Municipal Finance (Edward Elgar Publishing, 2023), Information Resolution and Subnational Capital Finance (Oxford University Press, 2021), and State and Local Financial Instruments: Policy Changes and Management (Edward Elgar Publishing, 2021; first edition 2014). Publications appear in top journals including Public Administration Review, Journal of Public Administration Research and Theory, Public Budgeting & Finance, Public Management Review, and International Public Management Journal. Recent articles encompass 'Participatory budgeting and loss aversion: experimental evidence from China' (Public Management Review, 2025), 'Overcoming the Urban Infrastructure Financing Gap' (Journal of Development Studies, 2025), and 'Is City Agency With Financial Management Levers Critical for Credit Ratings?' (Public Budgeting & Finance, 2025). He received the 2024 Jesse Burkhead Award for 'Capital Appreciation and the Cost of Borrowing' in Public Budgeting & Finance, along with prior honors like the 2015 William E. Mosher Award and 2017 Jesse Burkhead Award. Moldogaziev has served on committees for the Association for Budgeting and Financial Management, Association for Public Policy Analysis and Management, and others, and consulted internationally in North America, Europe, Central Asia, and Southeast Asia. He teaches graduate courses in public financial administration, sector accounting, debt finance, and budgeting.
