Stephanie Hoffer serves as the Lawrence A. Jegen III Chair in Tax Law at the IU Robert H. McKinney School of Law, Indiana University Indianapolis. She joined the faculty in 2020 following twelve years as a professor at The Ohio State University Moritz College of Law. Earlier in her career, she practiced as a tax associate at Squire, Sanders & Dempsey L.L.P., clerked for Judge Alice M. Batchelder of the United States Court of Appeals for the Sixth Circuit, and held a visiting assistant professor position at Northwestern University School of Law. Hoffer earned an LL.M. in Taxation from New York University School of Law and a J.D. from Case Western Reserve University School of Law. She also holds the Robert H. McKinney Family Chair in Environmental Law.
A recognized expert in federal income taxation, Hoffer's scholarship investigates the procedural and substantive dimensions of tax law and their effects on individuals and businesses. Her research on due process protections in IRS collection actions has been cited by federal courts. She has testified before the IRS and state legislative committees regarding taxation's role for persons with disabilities. As a 2017-18 Fulbright Scholar at the Vienna University of Economics and Business, she conducted comparative tax research, including tax incentives for workforce inclusion of people with disabilities. Hoffer has published extensively, including coauthoring a treatise on international taxation; "The Death of Tax Court Exceptionalism" (Minnesota Law Review Headnotes, 2014); "Is the Chief Justice a Tax Lawyer?" (Pepperdine Law Review Annual, 2015); "Tax Theory & Feral AI" (Ohio State Technology Law Journal, 2020); and "Disaster! Tax Legislation in Crises" (UC Davis Law Review, 2024). Her article on tax collection due process received the John Minor Wisdom Award for best lead article in the Tulane Law Review. At IU McKinney, she advises the Tax Law Society and Tax Court Society, coaches national tax moot court teams to top national finishes in 2025 and 2026, teaches courses such as Income Taxation of Corporations & Pass-Through Entities and International Tax, and serves as an elected member of the University Faculty Council. She frequently teaches at the Vienna University of Economics and Business.
