Dr. Noel Casiano is Associate Dean of Student Academic Services and Associate Professor of Psychology and Human Services at Hillyer College, University of Hartford, where he joined the faculty in 2020. He directs the Human Services Concentration, developing and teaching courses such as Fundamentals of Human Services, Case Management Practices, Urban Trauma, and Addictive Human Behavior. His academic interests center on urban trauma and its intergenerational impacts, stress management, behavioral health, addiction treatment, case management, and mental health in Latino communities. Casiano earned his PsyD in Clinical Psychology from California Southern University, Master’s degree in Marriage and Family Therapy, and Bachelor’s degree in Sociology and Criminal Justice from Central Connecticut State University. He is a Licensed Marriage and Family Therapist in Connecticut, an Approved Supervisor and Clinical Member of the American Association for Marriage and Family Therapy, and a member of the American Psychological Association.
Prior to his academic career, Casiano served as a social worker and supervisor for the Connecticut Department of Children and Families, clinician and clinical director of outpatient behavioral health services at Wheeler Clinic, Klingberg Family Center, and the Institute for Hispanic Families in Hartford, Executive Director of Youth Challenge of CT, Inc. since 2014, and Chief Executive Officer of Casiano Clinical Services. He has authored six books, including Stress Less, Live More, which provides strategies for managing stress and achieving life balance; The Fatherhood Crisis; Just a Kid from Park Street; Momentum; Strength for the Journey; and Rebound: Malik’s Journey of Abandonment. Among his honors are Official Citations from the Connecticut General Assembly for Excellence in Behavioral Health and Addiction Treatment and Excellence in Education (2021), Hartford Hero recognition by the Southside Institutions Neighborhood Alliance (2021), Maria Sanchez Excellence in Education Award from the CT Institute for Community Development, Excellence in Urban Trauma presented with U.S. Senators Murphy and Blumenthal, 50 Outstanding Latinos of Connecticut (2025), 100 Men of Color Award (2025), and Greater Hartford Puerto Rican Parade Honorary Ambassador (2024). Casiano has delivered public lectures on urban trauma, appeared on WTIC Radio, spoken at TEDxCCSU, and serves on the Faculty Senate Environmental & Sustainability Committee.
