About Mohammed

Professor Mohammed Al Moqatei is the President and Dean of Kuwait International Law School (KILAW), the first private law school in Kuwait. In addition to his administrative leadership, he serves as a full-time Professor of Constitutional Law in the Public Law Department. He has been instrumental in the school's development, having previously served as Dean from 2012 to 2019. Before joining KILAW, Prof. Al Moqatei held positions as Professor and Vice Dean at the Kuwait University School of Law and practiced as an advocate. His teaching portfolio includes courses in Constitutional Law and Administrative Law for both bachelor's and master's degree programs.

Prof. Al Moqatei's academic background includes a PhD awarded by the University of Warwick in 1987. His doctoral thesis, titled "A Study of the Kuwaiti Constitutional Experience: 1962-1986," examines key aspects of Kuwait's constitutional development during that period. His scholarly contributions include the article "Introducing Islamic Law in the Arab Gulf States: A Case Study of Kuwait," published in the Arab Law Quarterly (Volume 4, Number 2, 1989, pages 138-148), which analyzes the integration of Islamic law within the legal frameworks of Gulf states, focusing on Kuwait.

Under his presidency, KILAW has organized events such as the First Reception and Reunion for Graduates in 2018, where he expressed pride in the alumni and commitment to activating the Alumni Association with benefits and awards for members. He has led government-commended initiatives, including hosting the Arabic Moot Court competition. Prof. Al Moqatei presented at KILAW's 4th Annual Conference on "The Principle of Legality and its Impact on the Reform and Development of Legislation." KILAW under his leadership signed a Memorandum of Understanding with Ooredoo in 2016 to provide internships and support for high-achieving students. His efforts focus on advancing legal education, student skills, and human development.
