Bloomberg's academic interests encompass community-based leadership, program evaluation, public value governance, leadership for global grand challenges, K-12 educational policy and innovation, cross-sector leadership, youth engagement, food systems leadership, charter school leadership, and interagency collaborative initiatives. Key publications include co-editing Public Value and Public Administration (Georgetown University Press, 2015) and Creating Public Value in Practice (CRC Press, 2015) with Barbara C. Crosby and John M. Bryson. Notable peer-reviewed articles are 'Public Value Governance: Moving Beyond Traditional Public Administration and the New Public Management' in Public Administration Review (2014), and 'InCommons: Supporting Community Based Leadership' in Community Development Journal (2012) with J.
