About Holly

Holly Cullen is an Adjunct Professor of Law at the University of Western Australia (UWA) Law School, where she previously served as Professor of Law from 2010 to 2016. She earned her LLB and BCL degrees from McGill University in Montreal, Canada, and an LLM in International Human Rights Law from the University of Essex in the United Kingdom. Cullen began her academic career as a Lecturer in Law at the University of Hull from 1990 to 1994. She then joined Durham University, progressing through positions as Lecturer in Law (1995-1998), Jean Monnet Senior Lecturer in European Law (1998-2003), and Reader in Law (2003-2010). During her time at Durham, she was Deputy Director of the Durham European Law Institute from 1998 to 2006 and Acting Director in 2003-2004. At UWA, she held administrative roles including Director of Higher Degrees by Research (2011-2015), Associate Dean (Students) in 2016, and Equity and Diversity Advisor (2011-2013).

Her research focuses on business and human rights, human trafficking, slavery, child labour, and children's rights, as well as broader areas of public international law, economic and social rights, non-state actors in international law, international organisations, theory of international law, and European Union law. She is actively involved in the UWA Modern Slavery Research Cluster and has contributed to public policy, including the WA Procurement Debarment Regime. Notable publications include editing "The Politics of International Criminal Law" (Brill, 2020); "Corporate responses to tackling modern slavery: a comparative analysis of Australia, France and the United Kingdom" with F. McGaughey et al. (Business and Human Rights Journal, 2022); "Modern slavery in global value chains: A global factory and governance perspective" with D. Caspersz et al. (Journal of Industrial Relations, 2022); "Public procurement for protecting human rights" with F. McGaughey et al. (Alternative Law Journal, 2022); and "Addressing Human Rights Violations by Extractive Business in Nigeria: The Limitations of Transnational Mechanisms and International Recourses as Alternatives" with K. Morrow (Handbook on Business, Human Rights and the Environment in Africa, Springer Nature, 2025). She is also co-editor of the forthcoming "Experts, Networks and International Law" (Cambridge University Press).
