About Hang

Dr. Hang Duong is a Senior Lecturer in Public Policy in the School of Social Sciences at the University of Western Australia. She possesses over 18 years of experience in Vietnam's public sector, where she held key positions such as Deputy Head of the Department Office at the Danang Foreign Affairs Department, Vice Director and subsequently Director of the Danang Centre for Promotion of Human Resources Development, and various roles in the Department of Home Affairs. Prior to her current role, she lectured at Greenwich University (UK) Vietnam campus. Duong completed her PhD in Political Science and International Relations at UWA in 2022; her doctoral thesis examined policy transfer and meritocracy in authoritarian regimes and was awarded Honourable Mention on the Dean’s List. She also holds an MA in International Studies from the University of Queensland (2009) and a BA in Education from the University of Da Nang, Vietnam (2000). Among her awards are the Endeavour Leadership Award (2018) and the Australia Development Scholarship (2008).

Duong's academic interests center on policy transfer, public sector human resource management, public sector performance, public service motivation, and vaccination policy. A qualitative researcher, she participates in the interdisciplinary MandEval project of UWA School of Social Sciences VaxPolLab. She authored the book Policy Transfer under Authoritarianism (Palgrave Macmillan, 2023) and contributed a chapter to The Public Productivity and Performance Handbook (Taylor & Francis). Her peer-reviewed articles feature in prestigious outlets including Review of Policy Research (“How Vaccine Mandates Emerged Without a Mandate: Testing Stream Independence in Vietnam's COVID-19 Response”, 2026), Regulation & Governance (“Drivers of Noncompliance With Vaccine Mandates—The Interplay Between Distrust, Rationality, Morality, and Social Motivation”, 2025), Public Policy and Administration (“Street-level bureaucrats’ non-compliance in policy transfer: How to assess the success and failure of policy transfer and outcomes”, 2025), Political Studies Review (“Culture and Policy Transfer: From Insight to Impact”, 2023), Policy & Politics, Journal of Comparative Policy Analysis: Research and Practice, Public Administration and Development, Asia Pacific Journal of Public Administration, Journal of International Relations and Development, and International Journal of Public Policy.
