About Bradley

Bradley Heim earned a Ph.D. in Economics from Northwestern University in 2002 and a B.A. in Economics and Mathematical Sciences from Johns Hopkins University in 1997. Prior to academia, he worked as a Financial Economist in the Office of Tax Analysis at the U.S. Department of the Treasury. At Indiana University Bloomington, Heim joined the O'Neill School of Public and Environmental Affairs as an associate professor in 2010, was promoted to full professor, and served as Executive Associate Dean from 2019 to 2024. In this role, he oversaw academic programs across undergraduate, master's, and doctoral levels, along with finance, human resources, information technology, and building services operations. Additionally, he served on the Board of Directors of the Indiana University Credit Union from 2016 to 2025.

Heim's scholarship centers on the behavioral impacts of tax policy, tax compliance, health policy, public human resource management, organizational behavior, and comparative public administration, with contributions to Business & Economics through analyses of tax incentives, charitable giving, and income responses. He has published over 40 peer-reviewed articles in leading journals, including the Journal of Financial Economics, Journal of Public Economics, Brookings Papers on Economic Activity, National Tax Journal, Journal of Health Economics, and Journal of Human Resources. Key publications include 'Importing corruption culture from overseas: Evidence from corporate tax evasion in the United States' (Journal of Financial Economics, 2015), 'Jobs and income growth of top earners and the causes of changing income inequality: Evidence from US tax return data' (2012), 'The incredible shrinking elasticities: Married female labor supply, 1978-2002' (Journal of Human Resources, 2007), and 'How does charitable giving respond to incentives and income? New estimates from panel data' (National Tax Journal, 2011). His work, often utilizing U.S. tax return data, has influenced discussions on the Affordable Care Act, income inequality, and tax compliance. In 2024, he received the Musgrave Prize for the best paper in the National Tax Journal. Research findings have appeared in the Wall Street Journal, Washington Post, New York Times, and USA Today.
