About Bader

Dr. Bader AlKhuliafah serves as the Head of the Board of Trustees and former President and Dean at Kuwait International Law School (KILAW), a pioneering private law institution in Kuwait. In the Law faculty, he holds the position of Associate Professor of Criminal Law within the Criminal Law Department. As a co-founder of KILAW, Dr. AlKhuliafah commenced his teaching tenure from the second semester of the 2012-2013 academic year, contributing significantly to the establishment and growth of the school. His robust academic credentials include a PhD in Criminal Genetics Science awarded by the University of Strathclyde, Glasgow, United Kingdom, in 1989, and a Bachelor's degree in Biological Science from Cairo University in 1976. These qualifications underpin his expertise in forensic sciences applied to legal contexts.

At KILAW, Dr. AlKhuliafah imparts knowledge through the course "Forensic Evidence and Law," bridging biological sciences with criminal procedure. He played a pivotal leadership role in securing the Quality Assurance Certificate from the UK's Quality Assurance Agency (QAA) in December 2017, marking KILAW as the first private law school in the Middle East to achieve this distinction. Dr. AlKhuliafah has actively engaged in academic discourse, delivering a comprehensive lecture titled “The Unconstitutionality of the DNA Law and its Technical Reasons.” In this presentation, he provided a historical overview of DNA technology, highlighted its applications in criminal investigations and identification processes—such as in the U.S. Department of Defense for soldier identification—and critiqued the Kuwaiti DNA Law, which was annulled by the Constitutional Court due to four unconstitutional articles. Furthermore, as Chairman of the Board, he addressed gatherings at the school's magazine event with a speech on "Quality .. Proficiency .. Success" and the inaugural Alumni reception, underscoring the institution's commitment to excellence in legal education aligned with international standards.
